Austrian Power Grid: New Options for Electricity Trading Across Europe's Borders

Intraday auctions and coordinated capacity calculation successfully implemented

After several years of intensive cooperation, transmission system operators (TSOs), including APG, and Nominated Electricity Market Operators (NEMOs) from more than 20 European countries have developed new trading opportunities for intraday electricity trading, which were successfully implemented on June 13. They facilitate a more efficient use of the limited transmission capacities, which form the basis for all cross-border electricity trading. From now on, intraday capacities will be auctioned off to market participants together with the traded energy in three pan-European intraday auctions (IDAs).

Each transmission system operator plays an important role in allocating these capacities. After all, the transmission system operators know best which capacities are available. "APG calculates the cross-border capacities available for electricity trading several times per day in an internationally coordinated process. The importance of intraday trading has steadily grown in recent years, as the rapidly increasing share of generation from renewable, more volatile energy sources in the energy mix means that balancing groups have to react at ever shorter notice," says APG System Management manager Harald Köhler. 

The continuous intraday cross-border trading, that has existed at the European level since 2018 and has been continuously expanded, is now complemented by three pan-European intraday auctions (IDAs) at 15:00 and 22:00 on the day ahead, and at 10:00 on the delivery day. To provide as accurate a basis as possible for the IDAs, the coordinated determination of cross-border capacities in the Core region (16 TSOs from 13 European countries) was also further developed, and an intraday flow-based capacity calculation was implemented like the already existing day-ahead flow-based process. 

"The IDAs pool liquidity in intraday trading, ensure fair and robust pricing in the auctions, and offer market participants additional trading opportunities and optimization potentials for their energy portfolios. Furthermore, the IDAs facilitate the pricing of the scarce cross-border capacities," Harald Köhler explains. According to statutory provisions the congestion income generated by the IDAs are earmarked to be primarily used for the expansion of the grid infrastructure or necessary remedial actions. APG company spokesperson Christoph Schuh emphasizes: "The continuous development and enhancements of such internationally coordinated mechanisms are key for achieving the energy transition and facilitating the secure and efficient integration of the renewables."
